Ellen Freedman is responsible for the development of RPNavigator capabilities, from data
cleansing and analysis, to the design of, and specification development for new analytic
techniques. She also routinely provides analysis, observations and recommendations to
customers in the areas of care management, carrier adherence to claim processing best practice
and population risk assessment.
Ms. Freedman joined CareAdvantage, Inc. in 1996 as a member of senior management, focusing
on care management and product development. One of the original founders of RPNavigator, Ms.
Freedman was instrumental in the selection of the embedded algorithm as well as product design
and positioning. She also had oversight responsibility for the development of CareAdvantage's
RightPath™ Case Management product and managed CAI's care management operation which
expanded by over 30% during her tenure to more than 1,000,000 lives. Prior to coming to
CareAdvantage, Ms Freedman had extensive experience in care management, claim
coding/processing and system development. From a data and reporting perspective, Ms.
Freedman managed reporting areas supporting clinical, sales, financial and actuarial/underwriting
operations. Not only has she interfaced extensively with health plans, but also interacted with key
employer Human Resource and Finance Departments within Fortune 100 companies and large
unions. She also held the position of Grant Program Coordinator for a federally-funded research
and training center under the Rehabilitation Services Administration within what is now the
Department of Human Services.
A registered nurse by training, Ms. Freedman received a Bachelor of Science from Hunter
College Bellevue School of Nursing at the City University of New York. She also obtained a
Masters of Public Administration (Health Administration, Policy and Practice) from the Robert
Wagner School of Public Administration and a Masters of Business Administration (Strategic
Planning and Management) from the Stern School of Business, both located at New York
